Chhattisgarh: Senior IAS Officer Caught on Tape Offering to Spend Money for Sting Tape on Congress Leaders

A 2005 cadre IAS officer, Rajesh Toppo  is the Commissioner, Public Relations Department of the Chhattisgarh govt.

Rajesh Toppo, the Commissioner, Public Relations Department of Chhattisgarh government, was caught on tape asking a journalist to film a video of Congress members abusing Bhupesh Baghel, the Madhya Pradesh Congress Committee president. Toppo can be seen on the tape offering to ‘spend some money (kuch kharcha karenge)’ if the said video is delivered to him.

A Chattisgarh based journalist, Gopal Das, filmed his conversation with Toppo where the latter makes the said demand. In the video, Das begins with saying, “Raman Singh has no comparison.. there is rebellion against Bhupesh within the Congress” To this, Toppo replies, “In log ka such aisa to laao ke un log gaali de rahe rahe hain tab main kuch paisa kharcha karun phir. Bring something where they are abusing abusing, then I will spend some money.”

Toppo then named a few state Congress leaders that he wanted Das to meet and record. “Meet Tamradhwaj (Congress MP Tamradhwaj Sahu) and ask him how it felt when he (Baghel) went to jail. Then he will swear heavily.”

“Get it to me in two understand what I want? How you and I are sitting (face-to-face),” Toppo adds, also dictating to Das the question that he should ask the Congress leaders to elicit the said response.

Das ensures Toppo that he has called a video editor from Delhi and will deliver the tape.

Toppo also tells the Das that he should target Congress leaders who had gone to receive Baghel from jail, “There were four-five people there, like, Tamradhwaj, TS Baba (Congress MLA), Ravindra Choubey(Congress Leader of Opposition in the Chhattisgarh Assembly), Satyanarayan Sharma (Congress MLA)…. ask them for their opinion. “

Baghel shared the sting on Twitter and wrote, “Rajesh Toppo should be suspended immediately so that he is not in any position to influence any media institution.” He also said that the Congress party would approach the Election Commission to register a complaint against Toppo, a 2005 cadre Indian Administrative Service (IAS) officer.
